Does California have a VAT refund for foreigners?

A value-added tax, or VAT, "is a type of consumption tax that is placed on a product whenever value is added at a stage of production and at final sale" (Investopedia). It is mostly imposed in the European Union, so it does not carry a whole lot of weight in the United States. Currently, California does not operate VATs of any sort to anyone. Foreigners often confuse the VAT with sales tax. In such the government cannot, and will not, refund any sales tax from the state.
